Hancock County is a county in the U.S. state of West Virginia. As of the 2020 census, the population was 29,095. Its county seat is New Cumberland and its largest city is Weirton. The county was created from Brooke County in 1848 and named for John Hancock, first signer of the Declaration of Independence. Located at the tip of the state's Northern Panhandle, Hancock County is the northernmost point in both West Virginia and, by some definitions, the Southern United States. Hancock County is part of the Weirton-Steubenville, WV-OH Metropolitan Statistical Area, which is also included in the Pittsburgh-New Castle-Weirton, PA-WV-OH Combined Statistical Area.

According to the Geographic Names Information System, Congo has also been known as Hamilton and Hamilton Town throughout its history. The present name is derived from nearby Congo Run creek.
Babbs Island is an island in Hancock County, West Virginia on the Ohio River between East Liverpool, Ohio and Chester, West Virginia. It takes its name from the Babb family of Columbiana County, Ohio which once owned the island from 1804 to 1820—John Babb (1768-1829) was the original owner. The pylons of the U.S. Route 30 bridge between East Liverpool and Chester completed in 1978 lie on Babbs Island's southwestern flank.
Baker Island is a former island on the Ohio River in Hancock County in the U.S. state of West Virginia. It was located directly west of the Mountaineer Casino, Racetrack and Resort in West Virginia. The island appears to have been dredged away sometime between 1960 and 1994, and no trace of it remains.

People's Bank is a historic bank building located at Weirton, Hancock County, West Virginia. It was built in 1930, and is a small Classical Revival building constructed of concrete, steel, brick and stone. The building is one story with a lower level. It consists of a higher front portion than the rear due to the interior space of the main lobby. The front facade is of cream glazed brick with Indiana limestone details. The building closed in 1962, due to expansion into a larger building with drive-through windows, and sat undisturbed until it was renovated in 1993.
