Црна Гора, ратификацијом Женевске конвенције о рањеницима, постаје пуноправни 22. члан Међународне организације Црвеног крста, са свим правима и обавезама. Све до Другог свјетског рата предсједници су били црквени великодостојници: Митрофан Бан и Гаврило Дожић.
